Certification of children's clothing. What changed?

On the territory of the Russian Federation, for the sale of textiles, a mandatory document is required - a certificate or (depending on the type of product) a declaration of conformity. Prior to Russia's accession to the Customs Union, national standards, reflected in the relevant GOSTs, operated on the territory of our country. From 1.07.2012, the standards of technical regulations (TR) of the customs union (TC) are applied. This regulation also regulates the production and sale of textiles, including adult and children's clothing.

According to this TP, the safety requirements apply to all textile and nonwoven materials, carpeting, sewing and knitwear, footwear, leather, fur and leather goods. Separately regulated the safety of goods intended for underage consumers. Thus, now the requirements for products manufactured and sold on the territory of the country (including children's clothing) must meet the TR CU standards.

Previously, certification of children's clothing produced at domestic enterprises was not particularly difficult. Raw materials for its production, also subject to mandatory certification (fabric, thread, hardware) were produced, as a rule, also by domestic enterprises, and it was not required to request its original labor certificate. Then the documents were sent to the certification authority (VNIITEST).

Certificates for children's clothing for import manufacturers or suppliers were issued, as a rule, for a batch of the same type of products presented in the line of models. For domestic products, its GOST for each type of product was developed.

Certification of children's clothing is carried out separately for groups of products (knitted underwear, shirts and shirts, suit range - trousers, jackets, jackets, outerwear - jackets, raincoats and coats, headgear, top jersey - sweaters, jumpers, etc.). And also separately for the assortment for boys and girls.

This procedure (certification of children's clothing), conducted by VNIITEST, usually took only a few days and required the provision of a certain list of documents. In addition to the application and certificates of OGRN and TIN, the manufacturer was obliged to provide a lease of the production area (for domestic products) or a supply contract (for import), as well as the necessary amount of information about the product (description, characteristics). Declaration or conformity certificate for clothes imported from abroad, required additional information about the production conditions and the manufacturer's data.

Examination of the samples of clothing was made according to different schemes, depending on the requirements of the applicant (for individual batches or for clothing, serially produced). The cost of the procedure and its duration depended on the chosen scheme.

Certification of children's clothes was carried out on the basis of examination of the samples provided in a special accredited laboratory. The tests conducted during the examination determined the conformity of the samples to the accepted normative indices. Namely: color stability to friction, washing, sweat, degree of air permeability and hygroscopicity. The content of formaldehyde in children's products was also checked.

The certificate issued on the basis of the examination results is an official document confirming the quality and safety of children's clothing, its compliance with sanitary requirements.

At present, the Commission of the Customs Union has approved a list of standards that ensure compliance with the TR. To make a decision on certification, the following package of documents should be collected:

- information on raw materials and materials, technical and design documentation ;

- copies of documents on the origin of the certified products, shipping documentation;

- supply contract;

- Certificate of conformity (if necessary) of the quality management system (copy);

- other documents confirming the safety of the product (at the discretion of the applicant).
