Anti-dumping duties. Beneficial?

Antidumping duties are a kind of customs duties that are applied in cases when imported goods to Russia are offered at lower prices than in the domestic market of the country. This is done in order to protect the interests of the domestic manufacturer: it is logical to assume that cheap imports will easily win the confidence of the Russian consumer. At the same time, our companies that produce similar products will be forced (hypothetically, of course) to curtail production, or at least to be limited to the technological capacities at their disposal. Just to prevent this from happening, the state takes additional regulatory measures that hinder the development of negative scenarios.

Anti-dumping duties are still a compulsory measure that is not applied to all countries and transnational companies. The introduction of it is almost always represented as a reciprocal step - after all, it is reasonable to consider the offer of a commodity series at dumping prices as one of the manifestations of unfriendly competition.

As for the steps being taken, an additional tool is used, such as the ranking of customs rates in relation to countries of origin. As a consequence - anti-dumping duties. In this case, the effect of the state subsidy applied in the interests of certain export products is eliminated. However, one must take into account the following: most countries of the world are part of the "economic UN", the WTO, which establishes and regulates general rules of international trade. Therefore, despite obvious advantages, anti-dumping, as well as countervailing duties, are viewed negatively and are not welcomed by the majority of participants of this organization.

Concerning the technical side of the issue. Anti-dumping duties are introduced, according to Russian legislation, only when documented evidence of a targeted dumping policy, as well as facts of the curtailment of domestic industrial capacities. In addition, the relationship between dumping and falling production should be proven. To do this, a special anti-dumping investigation is conducted after the statements of the leaders of the affected industry. We also note that state bodies react only if the share of the injured party in the domestic market exceeds 50%.

However, there is another scenario. The investigation yielded no results. However, the state is obliged to respond to the statement of "techies". Therefore, administrative measures can be applied to identical products from a certain country, for example, in general to liquors, cheeses, waters or machines imported from a particular state. In this case, import duties are introduced, that is, additional tax liabilities that make this product unprofitable in terms of building a sales system. The measure is mostly temporary, but politically effective, as it allows the domestic producer to "rest" and experience difficult times.
