Inventory of emissions of waste into the atmosphere is a set of activities that are performed by nature users, including the systematization of data on emissions of pollutants, the identification of their location, the determination of emission indicators. Terminology

The stationary source of emissions are any sources of pollutant emissions located on the territory of the inspected enterprise. They are conditionally divided into two types:

  • Organized (ejected through flues and pipes);
  • Unorganized (the release enters the atmosphere as a result of a malfunction of the equipment).

The latter category also includes used vehicles, tank farms, railway and road overpasses.

Objectives

Inventory of emission sources to the atmosphere is carried out with the aim:

  • Definition of emission standards;
  • Assessment of technological processes for compliance with them;
  • Comparison of emission values to regulatory requirements;
  • Formation of databases of sources of substances.

The process itself is carried out in accordance with the Federal Law "On the Protection of Atmospheric Air". Under this law organizations that have sources of pollutants are required to: monitor emission sources, ensure verification and participate in the development of permissible standards.

Inventory tasks

  • Classification of pollution sources.
  • Determination of the quantitative content of pollutants (pollutants).
  • Assessment of the level of impact of emissions on the natural environment.
  • Determination of the level of cleaning efficiency.
  • Identification of the characteristics of the resources used by the enterprise.

Inventory is carried out by all enterprises whose work is related to waste disposal. During the inspection, you should consider:

  • The main sources of emissions at the production site;
  • Objects of gravity of sources;
  • All pollutants;
  • Archival data of previous inspections.

Timing

The organization that conducts the audit must comply with the regulations in force. If the work is carried out by the forces of its own unit, then it is not necessary to draw up a license for their conduct. Inventory of emission sources to the atmosphere via new, upgraded sources should be carried out every two years from the date of the release of the equipment documentation. According to the current emission sources 1 time in:

  • 4 years - for objects classified in the 1st category;
  • 5 years - for objects classified in the 2nd and 3rd categories;
  • 6 years - for objects of the 4th category;
  • 10 years - for objects of the 5th category.

Mobile sources of pollutant emissions, as well as objects equipped with an automated control system that are under conservation, are not subject to verification.

Stages

The check is carried out in the following order:

  • preparation;
  • Examination;
  • Reception and registration of results.

Let's consider each of the stages in more detail.

Documentation

Before an inventory of pollutant sources is carried out, the organization should:

  • Perform adjustment of the ventilation system and issue a passport for it;
  • To equip the place of selection according to the requirements of normative acts;
  • Prepare a certificate on the management of technological equipment;
  • Prepare statistics on annual production, the quantity of all types of raw materials consumed and auxiliary substances.

To the reference are attached:

  • Data on chemical reactions;
  • Process diagrams;
  • The order of start and output of equipment;
  • Other documentation needed to understand all aspects of the work.

Preparation

At this stage, it is necessary to carry out a number of activities:

- Develop a work program. This task lies with the head of the environmental service and representatives of the organizations involved in the process.

- Issue an order to conduct an inventory, a sample of which will be presented later. It specifies the persons responsible for the inspection of the person as a whole for the organization and for the particular unit.

- To study the project documentation for raw materials used in production. Experts should identify the pollutants released in the process. To do this, they get acquainted with the results of previous surveys of raw materials and equipment. All documentary materials are provided to the head of the service in agreement with the engineer.

- Visually check the gas control units (GOU), determine the locations of the dimensions, locations, directions of emissions. Based on the results of the audit, the scope of work, the duration of their conduct, and the necessary support in the form of sampling points and measuring instruments are determined.

- Assess the condition of ventilation systems, GOU.

Based on the results of the inspection, an act of inventory is drawn up, the form of which can be obtained from representatives of the environmental service. It concludes that the equipment is operational. The document is signed by the members of the commission. If any deviations are detected, the employees of the organization under the guidance of the mechanic (power engineer) and the control of the environmental service officer carry out work to eliminate them. Then a second inspection is carried out. If the work can not be performed by the deadline, they are included in the inventory of emission sources. The document indicates the timeframe, fixes the need for a second inspection and current measurements.

Examination

At this stage, they carry out:

  • Aerodynamic tests of GOU in accordance with accepted GOSTs.
  • Collection of emission samples, their analysis for the content of pollutants. For this purpose, at least six control samples are carried out during the process. In the event of emergency situations that may affect the composition of the emissions, additional samples are taken.
  • Determine the effectiveness of the GOU by recording indications in working journals.

Organizations that use equipment located in different parts of the city make up an act of inventorying emission sources separately for each facility. The amount of emissions is determined on the basis of information on fuel consumption and the operating time of sources of pollutants for the previous year.

Inventory of sources of emissions of pollutants provides for an assessment of the category of impact of objects on air. This process can be carried out based on the results of the last check:

  • For the objects assigned to the 4 and 5 groups with the value of the hazard indicator of the object less than 0.1, updated calculations of pollutants are carried out, their quantitative and qualitative composition is established;
  • For objects classified to 1-3 groups with an object hazard index value of more than 0.1, the balance charts of energy flows for the previous year are indicated, indicating the amount of raw materials, electricity, fuel used, and the number of products manufactured.

Also in the process, the coordinates of the sources of release of substances are determined. Objects are placed on the objects, corresponding to the map of the production site. They are assigned once and do not change during subsequent checks.

Organized sources are assigned numbers 0001-5999, and unorganized - 6001-9999. Separately selected and investigated sources of allocation of pollutants, the calculation of which is carried out by instrumental-calculation methods, and GOU, on which they are formed. In the process of verification, the geometric parameters of the emissions are determined. Calculation is carried out in conditions of regular loading of equipment taking into account operating modes and in normal operating conditions.

Executing results

At the final stage, the results of the tests are systematized, the results of the equipment checks are prepared, the inspection passports and the inventory of emission sources are filled. Documents are compiled in duplicate. An explanatory note containing emission calculations is also attached. Copies of documents are sent to the department of Rosprirodnadzor. The Commission either confirms the results of the audit, or sends a list of comments, after the liquidation of which the conclusion is issued.

Results processing includes:

  • Formation of a table with a list of parameters, their characteristics;
  • Systematization of test results, calculation of mass emissions of all substances;
  • Determination of the effect that stationary sources of emissions have on the atmosphere, by summing up the effect of all pollutants;
  • Preparation of new maps of surface concentrations of summation groups, on the production site and in the area of its location.

Cartes of summation groups are compiled at a scale of 1: 25000, a production site is 1: 500. At the same time, they should have the following notation:

  • Directions of the sides of the world;
  • The given coordinate system;
  • Buildings and buildings, parking lots, roads;
  • Boundary of the site;
  • Numbers and boundaries of emission sources;
  • Boundaries of residential and sanitary protection zones.

Alteration

During the validity period of an act, developers should correct the results of an audit of individual sources of pollutants if:

  • There have been changes in the technology of production, the quality of the fuel used;
  • Reconstruction and repair of equipment;
  • There were additional sources of allocation of pollutants;
  • Unaccounted operating modes are set;
  • The change in the location of the equipment entailed an increase (by 10% or more) of qualitative and quantitative characteristics;
  • New acts regulating the procedure for determining emissions have come into effect.

Adjustment of results is carried out within six months from the moment of occurrence of the specified circumstances.

A responsibility

For infringement of the legislation in the field of protection of atmospheric air the guilty persons bear such responsibility:

  • Concealment, distortion, untimely provision of complete information about the state of the environment, sources of pollution, radiation conditions, condition of lands, water objects entails the imposition of a fine of 500-1000 rubles (per citizen), 1-2 thousand rubles. (For officials), 10-20 thousand rubles. (For legal entities).
  • Illegal release of harmful substances into the atmosphere entails the imposition of a fine in the amount of 2-2.5 thousand rubles. (For citizens), 4-5 thousand rubles. (For IP), 40-50 thousand rubles. Or suspension of work for 90 days (for legal entities).
  • Violation of the conditions for the implementation of emissions is punishable by a fine of 1.5-2 thousand rubles. (For citizens), 3-4 thousand rubles. (For officials), 30-40 thousand rubles. (For legal entities).
