What does the break in diplomatic relations between countries mean? Causes, consequences

To date, between Russia and Ukraine, strained diplomatic relations. Once the fraternal countries are actively cutting all the agreements among themselves. From the Ukrainian side, there are constant accusations of aggression from Russia. Politicians began talking about the curtailment of diplomatic relations. Many citizens do not quite understand what the consequences of this will be. We will try to understand what it means to break diplomatic relations between countries. Which states do not support the relationship and why, let's find out in the article.

Rupture of diplomatic relations: reasons

First about what are the reasons. The main in international politics are:

  1. Military, economic or other support of hostile states. As an example, you can bring countries in the territory of the post-Soviet space. Azerbaijan and Armenia are in a state of conflict over Nagorno-Karabakh. Belarus and Kazakhstan officially support Azerbaijan in this confrontation. All this leads to the curtailment of diplomatic relations between them and Armenia. Until the gap is completely broken, the matter is likely to fail, as countries are united by obligations within the framework of the Collective Security Treaty Organization (CSTO) and the Customs Union.
  2. Violent change of political regime. For example, the events on the Maidan led to the overthrow of incumbent President Yanukovych. It is with these events that cooling is connected between Ukraine and Russia.
  3. Separation or unification of the country. As an example, the division of Korea into the Republic of Korea (South) and North Korea (North) can be cited. Surprisingly, the small and proud Estonia still does not recognize the DPRK as a state. It is not clear just how this fact affects the life of the North Koreans.
  4. Military clashes in the past. As an example, the same DPRK and the USA can be cited. Few people know, but our country is still at war with Japan.
  5. Change of ideology. For example, after the revolution, Cuba severed all relations with the United States.
  6. Territorial claims. For example, such relations occurred between England and Argentina because of the Falkland Islands.

The reasons may be different. It is important to know the consequences of the severance of diplomatic relations. This will be discussed later.

Effects

So, the two states "quarreled". Let us list the consequences of the severance of diplomatic relations:

  1. Mandatory review of the diplomatic mission.
  2. Break all previously reached agreements.
  3. Impossibility of concluding economic, political international treaties.
  4. Lack of direct contact between governments.

The gap does not mean war

What will lead to the breakdown of diplomatic relations in this or that situation is difficult to predict, but this does not mean that countries are at war. In addition, the gap does not lead to military conflicts, as it was before. The world is global, it has more than two hundred independent countries. What does the break in diplomatic relations between countries mean? It depends on the specific examples.

The relationship between Russia and Ukraine

For example, take the deterioration of relations between Russia and Ukraine. The entry of the latter into the European Association automatically means the disruption of trade relations between our countries. This is understandable, Ukrainian goods have customs privileges on the territory of Russia. The opening of borders for European goods will lead to the fact that they will pour without any restrictions to Russia. We are not ready for this yet. Our technical capabilities do not allow us today to compete with European goods even on the domestic market.

The situation between Ukraine and Russia was aggravated by "Euromaydan" and, as a result, the overthrow of the legitimate President Yanukovych. The new government proclaimed anti-Russian rhetoric.

If everything goes on in the same spirit, then the answer to the question of what the breakdown of diplomatic relations with Russia means is, nothing, since without this negative consequences will come. However, there are situations when countries continue to remain partners economically. Let's analyze the examples.

The gap is the end of the partnership?

Now, about what it means to break diplomatic relations between countries from an economic point of view. States can not directly contact each other, but they can cooperate with the mediation of third countries. This resembles a child quarrel in the company, when two friends stop talking to each other, but do not stop with a third friend. As a result, they begin to "talk" through a third comrade. With the states - about the same. They stop contacting directly with each other, but there are intermediaries who earn on it.

As an example, we can cite coal deals between Russia and Ukraine. Russia bought coal from the Donbas and resold it to Ukraine. Kiev could not buy directly from Donetsk minerals, as this would mean official recognition. But they can not give up coal either, this will jeopardize energy security. Official authorities in Kyiv recently announced that they will soon give up Donbas coal and will buy it from South Africa. Political and economic conclusions we will not do, it is important for us to understand what the break of diplomatic relations means in practice.

Similar gaps happen often. Previously, this was connected with the division of the world into two systems: capitalist and socialist. The revolution and regime change in a single country completely led to the break of all agreements with many countries. An example is Cuba, Iran, Vietnam, China, etc. However, there were exceptions.

Recognized - have become an enemy

In international politics, the breaking of diplomatic relations is connected with the constant territorial claims of some countries to others. Suffer from this often third states that do not have to the problem of anything.

A vivid example is the conflict between Senegal and Taiwan. It all began in 2005, when Senegal signed agreements with China, concurrently recognizing that Taiwan is a territory of China. In response, Taiwan froze all financial projects in the field of irrigation, agriculture, health, education. Senegal responded with countermeasures.

This example shows that the third country, which has nothing to do with the conflict, was artificially dragged into it. Such cases occur often. In recent years, disputed territories have only increased: Kosovo, Crimea, Abkhazia, South Ossetia. Diplomatic recognition of Crimea in the composition of our country automatically leads to the severance of relations with Ukraine, recognition of Abkhazia as an independent republic will immediately lead to a protest from Georgia. Territorial "redistribution" unwittingly draws other countries into the conflict. To stand aside does not work. Many on this have lost not only political points, but also multimillion-dollar economic contracts. And if everything is defined with "frozen" disputes more or less, then new conflicts are a real challenge to international diplomacy.

The severance of relations between the USSR and Albania

A unique case occurred in 1961. A small and proud Albania began to make claims to the USSR about exposing the personality cult of Stalin. Khrushchev reacted to this by breaking diplomatic relations. The Soviet embassy was withdrawn from Tirana, and the Albanian from Moscow. Until 1990, Soviet citizens forgot that there is a socialist country like Albania. There was not a single word about it in the media. Only in 1990 the countries reconciled, although the Soviet government tried to do this earlier, in 1964.

International Convention

What does the breakdown of diplomatic relations mean from the point of view of international law? The main document, which reflects the provisions, is the 1961 Vienna Convention on Diplomatic Relations. Basic provisions:

  1. The state in whose territory the diplomatic mission is located should ensure the safety of the departure of diplomats and members of their families in the event of a break in relations.
  2. Guarantee the integrity and inviolability of the consulate (the right of extraterritoriality). It is curious, but such a mission is imposed on the state even in case of a full-scale war.
  3. In the event of a break in relations, international treaties must be enforced. This rule is almost never observed.

The rupture of diplomatic relations: the significance and consequences of the folding of the consulate

It is a mistake to say that the recall of the embassy is a trivial measure. In fact, this is not so. The functions of the consulate are extensive:

  1. Legalization of official documents.
  2. Function of the REGISTRY OFFICE for immigrants who do not have citizenship in the host country.
  3. Issuance or renewal of foreign passports.
  4. Issuance of a visa for citizens of the country in which the consulate is located.
  5. Notarial functions.
  6. Legal advice, representation in court, etc.

In fact, the functions of the consulate are extensive. What will mean breaking the diplomatic relations? First of all, this will negatively affect ordinary citizens. "Native" consulate is sometimes the only hope for citizens who are in a difficult situation in a foreign country. In addition, the diplomatic mission issues visas and permits to enter the country. If there is a visa regime between countries, the consulate is the only tool for migrant workers and tourists.

Conclusion

Diplomacy is a subtle art. One wrong word - and entire nations are involved in the negative processes of the trade warrior, armed conflicts, forced confinement, etc. The severance of diplomatic relations is an extreme measure. According to the Charter of the United Nations - sanction, that is, an unarmed war. States try only in emergency cases to sever diplomatic relations. For the sake of justice, Ukraine though considers Russia an aggressor, but does not declare war to it in accordance with international law. Do not break and diplomatic relations unilaterally. We hope that such rhetoric will remain rhetoric, without practical actions. We hope, now it is clear what the break of diplomatic relations between countries means.
