The basis for making managerial decisions is the formation of a creative act of a certain subject, which determines the program of activities of all Collective of the enterprise. The implementation of these measures is aimed at the effective resolution of emerging problem issues, taking into account the current legislation, the laws governing the operation of the most controlled system and the corresponding analysis of information on its state.

The strategic basis for making managerial decisions is to identify actions to achieve the enterprise's objectives for the future. Theoretical bases of acceptance of administrative decisions in any plane of functioning of the enterprise can be characterized on five positions. The economic sphere is the adoption of any management decision based on real value, in the implementation of which it is expected to receive a certain profit or loss. The organizational basis for making managerial decisions is related to the direct participation of personnel in the development of the project with subsequent implementation of it. The technological position is to observe a certain algorithm when making and implementing a certain solution. It should also be noted that if this algorithm is violated, there is a possibility of a significant decrease in the overall performance of the business entity. The legal basis for taking managerial decisions implies compliance with applicable laws. A rational approach to making an appropriate decision is based on its analytical justification.

When considering various areas of use of the implementation of measures, it is necessary to take into account the influence of certain factors on obtaining concrete results. For example, the psychological basis for making managerial decisions involves taking into account the needs, interests, motives, incentives, attitudes and values of employees involved in the implementation of these activities.

In any case, the choice of a particular approach to the choice of this or that algorithm is due to certain factors. The main one is uncertainty, which is accompanied by most of the tasks in the social and economic sphere. The existence of a procedure for the development of a management decision significantly reduces its uncertainty. As the given concept it is necessary to understand the list of the washed out and indistinct situations which occurrence is connected with insufficiency of the information.

There are four levels of uncertainty:

- low, which does not affect the general nature of the decision;

- Medium, requiring revision of some procedures for developing a solution;

- high, aimed at developing new procedures for decision-making;

- super-high, which is beyond the understanding of the manager himself, who must make a definite decision.
