Resolution of SES

The legislation of the Russian Federation stipulates mandatory inspection of the sanitary and epidemiological service for certain activities. Basically these are catering establishments, medical organizations, hairdressers, manufacturing, pharmacies, swimming pools, etc. The resolution of the SES provides an opportunity to lead a legitimate business and avoid unforeseen problems.

The receipt of this permission is carried out in accordance with the Federal Law of the Russian Federation "On Sanitary and Epidemiological Well-Being of Citizens". Sanitary inspection

The Sanitary and Epidemiological Service has the right to conduct an extraordinary inspection of the enterprise. To inspect the facility, a SES employee should be given a certificate. The Chief Sanitary Doctor has the right to prohibit the conduct of activities up to the resolution of all disputable issues. If serious violations are not established during the audit, the SES employee issues an act on the absence of non-compliance with sanitary requirements. Otherwise, a document is issued that prohibits further production.

Amendments to the Law "On State Control"

According to Rospotrebnadzor in 2013, the number of unscheduled inspections significantly decreased. This is due to the fact that the Law on the Protection of the Rights of Legal Entities and Individual Entrepreneurs approved the procedure for conducting inspections of the SES: 24 hours before the control of the owner of the enterprise, it is necessary to notify the forthcoming visit of the sanitary doctor. But entrepreneurs use various tricks to prove that no notification has been received, which means that the verification is unauthorized. Proceeding from this, Rospotrebnadzor introduced new amendments to the Draft Law "On the Implementation of State Control," which noted the need for conducting unscheduled inspections without notifying the verification subject.

The planned entry into force of the Draft Law is October 2014.
