Region 92 of Russia - what city is this?

Automobile numbers with a designation in the right part of "Region 92" until recently were quite rare. But historical circumstances ordered that soon they will be much more. Let's try to understand more in detail why it happened.

From the history of regional codification

The system for the designation of regional codes was put into circulation in the early nineties of the last century. Its introduction was conditioned by the requirement of the time - car plates should be easily readable by automatic means of traffic control. Indices of regions are indicated by two-digit numbers. The exception was only such densely populated points as the city of Moscow and the Moscow region. In addition, for Moscow cars are reserved as many as four code symbols, and for regional vehicles - three. And the rest of the official codifier was built quite simply and logically. It ended with index 89, which, according to the alphabetical order, was assigned to the Yamalo-Nenets Autonomous District. At the same time, there is number 92 in the list. What region it means is not marked, but it is stipulated that these two figures are used by the military. Information about the binding of the index to a specific place in the codifier is missing.

92 region - what city?

It's easy to understand the bewilderment of interested people who sometimes saw this not-quite-common code on the numbers of oncoming vehicles. They had a very reasonable question: "Whose region is 92?" The official codifier text did not give an answer to this question, but knowledgeable people claimed that these numbers belong to cars registered in the city of Sevastopol, in the Crimea. But until recently it was the territory of a foreign state. And this circumstance caused even more questions. To deal with them, one should turn to the historical events of the middle of the last century, when the territory of the Soviet Union was not yet divided by state borders.

From Soviet history

In 1954, the Crimean Region was transferred from the RSFSR to the Ukrainian SSR. This happened on the personal initiative of the First Secretary of the CPSU Central Committee, Nikita Khrushchev, and was intended to optimize the material supply of the peninsula. The geographical position of the Crimea is such that almost all transport communications to it go through the territory of Ukraine. The solution was mainly due to logistical causal factors. Without going into the political assessments of this event, it should be noted that the city of Sevastopol was taken out of the scope of this document. Being a strategically important city and the base of the Black Sea Fleet, it administratively subordinated directly to the capital of the USSR.

In the post-Soviet period

After the collapse of the Soviet Union, cars with Sevastopol registration received the code name "Region 92". At the same time the Crimea itself for more than two decades has been the territory of a foreign state. Around the status of Sevastopol and the deployment of the Black Sea Fleet there was a constant political tension. After complex and lengthy negotiations, the fleet base began to belong to the Russian Federation on a lease basis. And the figure of the regional code on automobile license plates once again confirmed the fact that Sevastopol is nothing but a region of Russia. And this was even a kind of political overtones. This is the city of the hero, as it were, was not going to be part of Ukraine even formally. He declared his ownership of Russia even with code marks on car plates.

After the return of the Crimea to Russia

Stormy political events in Ukraine in early 2014 turned out to be revolutionary for the Crimea. The field of the referendum held in March the Crimean peninsula returned to the Russian Federation. The event has entailed many consequences, many of which relate to the administrative sphere. Among other things, the question arose about the need to re-register vehicles in accordance with the standards adopted in the Russian Federation. It was decided to register all the automotive equipment in the Crimea with license plates bearing the name: Region 92. This seemed convenient also because such code already exists and has become habitual on the territory of the peninsula. Therefore, there is no need to reboot the database with new notations. In addition to the traditional Sevastopol code, it was intended to use the designation Region 91 for other cities of the Crimean peninsula, which is listed as a backup in the codifier. But the final decision on this issue has not yet been made.

New Initiative

The code name "Region 92" for the entire Republic of Crimea within the Russian Federation has not yet been adopted. The discussion of the issue was delayed in connection with the new administrative initiative that arose in the depths of the cabinets of the Ministry of Internal Affairs. A number of officials had an idea to designate the numbers of the Crimean cars with the code index 82, which turned out to be vacant. Previously, these figures belonged to the Koryak Autonomous District, which was abolished after its entry into the Kamchatka Territory. In this case, the designation "Region 92" should remain for all equipment registered in the city of Sevastopol. How long will the discussion of this issue last, what decision will be made - it is not yet possible to say. But on the territory of the Crimean peninsula have already managed to get used to the regional code 92. And if someone in Moscow offices wished to ask Crimean opinion, then the choice would be made in favor of the designation, which has become traditional.

Crimean problems

One of the main problems of the region 92 is its isolation from the territory of the Russian Federation. Passing Ukraine, to Russia from the Crimea today you can only get through the ferry crossing in the Kerch Strait. And she obviously can not cope with the traffic flow. Those who want to get to the other bank have to wait their turn within 24 hours. Change the situation can only bridge across the strait, the completion of which is expected in five years.
