Powers of the Federation Council

The Constitution does not contain a description of the Federal Assembly as a controlling body, which looks rather unusual. The detailed and full regulation of the powers of the Federation Council is one of the main directions for the improvement of the main law, which is aimed at streamlining relations and strengthening the functions of the authorities as a counterweight in the system of power sharing.

Nevertheless, the absence of a formal status of the supervisory authority in the upper house does not mean that it has no full powers.

Council of Federation: authority

The Council of Federations has the following types.

This body carries out budgetary and financial control. He has the right to control the activities of the executive branch, the sphere of state administration. The powers of the Federation Council include control over personnel appointments, decisions in the sphere of security and defense, and foreign policy.

This state body is able to influence the country's financial and budgetary policy by adopting federal laws on the budget, fees and taxes, currency, financial, customs and credit regulations. The Federation Council indirectly realizes its powers through the Accounts Chamber, which includes representatives of both the State Duma and the Federation Council.

This body carries out control over the execution of expendable and profitable items of the state budget. The Accounting Chamber checks and reports to the Parliament every quarter on the progress of budget execution. It produces expert and analytical, control and audit, information and other activities. This body provides a single overall system for monitoring how the federal budget is being implemented, conducts thematic audits and comprehensive audits for individual budget items and sections, examines and analyzes violations of the budget process, prepares and submits proposals for parliament to eliminate them.

The powers of the Federation Council as part of the Accounts Chamber include control over federal finances. This type of control is an important aspect of the work of the Chamber as a representative body.

Control in the sphere of public administration is manifested in the removal from the office of the President, in appointment to the post of Prosecutor General, judges of the supreme court, deputy chairman, auditors of the Accounts Chamber. With the Council of Federation, the candidacies of diplomats and representatives of the state in international organizations and foreign states are coordinated. The Council advises the President on the withdrawal and appointment of diplomatic representatives.

The powers of the Federation Council in the sphere of security and defense are manifested in the consideration of federal laws that concern the protection and status of Russia's state border , peace and war. The upper chamber can decide on the possible use of the army outside the state, on enlisting military formations to carry out tasks that are not related to their main purpose. It approves the decree of the Head of State on the introduction of a military and state of emergency in the country. The powers of the Federation Council include consideration of defense spending, approval of the lower federal laws relating to the defense complex.

Despite the fact that in the field of foreign policy powers belong to the President, but the Federation Council has considerable authority in this area.

The upper chamber necessarily considers the federal laws passed by the lower chamber of the parliament , which deal with questions of ratification and denunciation of Russian international treaties.
