Labor guarantees: northern surcharges, the Far Eastern supplement, the extra charge of youth

Russia in accordance with the Constitution of our Federation is a social state. What is meant by the social nature of the constitutional system? This means that the state takes care of its citizens, who need support and care. These citizens include pensioners, students (schoolchildren and students), and children left without care, incompetent citizens, disabled people, veterans and other categories. In our country, there are many different benefits, allowances, pensions, through which the state supports certain segments of the population.

Separately, it is worthwhile to talk about labor guarantees, for example, about allowances to the basic salary. We are talking about regional surcharges and such as the northern surcharges, the Ural coefficient, the Far Eastern premium and the like. What kind of surcharges are these and to whom are they put?

Supplements are appointed in accordance with labor legislation and other regulatory enactments. At the heart of their appointment lies the fact that people working in special working conditions should receive additional compensation for this. Additional payments can be established both at the federal and regional levels. But regional projects will not be financed from the federal budget. Therefore, initially, the subjects of the Federation expect and lay them in the local budget next year.

Northern allowances are provided for directly by labor legislation, namely the Labor Code of our country. This is a federal law, and local authorities have no right to circumvent it. Northern allowances are provided for the residents of the North, the districts equal to them, conducting labor activity or simply working in this area of citizens.

The government of the country establishes the size and determines the order of payments, according to which the northern surcharges are calculated. The procedure here is the same as in the case of district coefficients, also provided for by the Labor Code. The size of the allowance directly depends on the length of service in the region, the age of the employee and the district itself.

Northern allowances are beginning to be paid not from the very first day in such areas. It is necessary to work there for at least six months. In the same areas, and at all, you need to gain at least a year's experience before the surcharge begins to accrue. Therefore, the law has also introduced a northern extra charge for young people. The bottom line is that young workers under the age of thirty, who are in the northern region for more than a year, receive an additional surcharge. In fact, these are the same northern surcharges, but they have an increased size.

The Far Eastern margin is another type of labor incentive in areas with special conditions. In the first working year, a specialist will not receive a Far Eastern extra charge. There is a rule according to which in the first two years of work the Far Eastern extra charge is equal to ten percent and plus ten percent of the salary is added every year. But in a complex such extra charge can not exceed thirty percent from the salary. It turns out that after working for three years in the Far East, a person will receive thirty percent over his basic salary. But in the future, the increase in the premium will be completed, since it will reach its maximum limit of thirty percent. Also, young people have a higher allowance depending on the terrain, if the age of the employee does not exceed thirty years.

Payment of district coefficients should not be grounds for refusing to pay extra charges, whether it is northern or equivalent to it. By law, an employee of such localities should receive everything in the complex and one does not exclude the other, but, on the contrary, only supplements. By such surcharges, the state stimulates the work of people in conditions different from normal normal working conditions.
