How to use maternity capital? Maternity capital - mortgage

The Maternity Capital program was established in 2007. It is aimed at supporting Russian families with children.

Funds for maternity capital are allocated from the country's budget. At the moment, some Russian regions have introduced their own similar program, which is aimed at supporting families only from a specific area. The amount of payment, the procedure for obtaining and using it is determined by local authorities.

The state allocates maternity capital to the second child (or subsequent) or to adoption. This is a one-time program. In other words, each family can use it only once. It is not taxed and is designed for 10 years. The original amount of the parent capital was 250,000 rubles, but it varies from year to year due to inflation in our country, and has now grown to 429,408 rubles.


Who has the right to receive maternity capital?

First of all, a woman who must be a citizen of the Russian Federation, who gave birth to a second child or who adopted him after 2007, has the right to receive a certificate, provided that she has not received such a certificate before. The right to receive the document is also available to the man who is the only adopter of the baby or the only parent in case of the death of his wife during childbirth.

The official guardian of the child in case of loss by the latter of both parents can receive and further use the certificate. In addition, Mom and Dad should be conscientious and should not be deprived of their parental rights in relation to children. They should not commit any crimes towards them. However, a woman who adopted her husband's children from a previous marriage does not have any rights to this capital.

Where can I apply for maternity capital?

Maternity capital for a second child is received at the Pension Fund branch at their place of residence, where they will be issued a special certificate for these funds, which can be used only after three years from the date of delivery or adoption. The only exception is mortgage loans, which the family acquired or built new housing.

In order to receive a certificate, you must fill out an application and provide the Pension Fund with a package of the following documents: a mother's passport that certifies her Russian citizenship, a marriage certificate, a birth certificate for all children or a certificate of adoption, a diploma and a woman's certificate. After a while you will be able to get a certificate for your maternity capital.

What can you spend on your maternity capital certificate?

After the birth or adoption of a child for whom a certificate is issued, parents begin to think about how to use maternity capital. Some plan to buy a new car, others - to go to rest on the sea, the third - to make a grandiose renovation in the house. In the future, it is planned to allow the use of capital funds for the opening of one's own business, the expensive treatment of a child or mother, the acquisition of a plot of land for the construction of a house or cottage, as well as the repair of own housing, but so far these are only plans.

Now all the amount indicated in the certificate can be used only in such directions: you can buy an apartment for the mother's capital, increase the future pension (its accumulative part) of the mother or the recipient of the certificate, use the funds for the education of children or build your own housing. You can choose one thing, but you can divide the amount of capital into several directions. Nevertheless, the most popular method of using this program is to improve the quality of housing conditions for young families.

Maternity capital for education

In Russia, everyone has the right to free education, but in fact, something else is happening. Insufficient number of budget places in institutes and universities force parents to resort to paid form, which is a very expensive pleasure. And not everyone can find large sums to pay for the education of their children. The state has taken care of such families.

Maternity capital for the second child can be spent on education. You apply to the Pension Fund about using your funds or their part to pay for your child's education and can be calm about money, and your offspring will have to study well. You can also pay your son or daughter accommodation in the dormitory of the school.

Mother's capital for future mother's pension

The future pension of a person depends on many factors: the total length of service, the pension age in which he retired, and the amount of wages. Many immediately have a question about whether it is possible to sell maternity capital. Of course not. At least it is against the law, and for such actions that are related to fraud, there is a considerable prison term, not only to those people who conduct such scams, but to the owner of the amount.

This is public money, with which only representatives of the Pension Fund are allowed to work. They are obliged to carefully check all documents submitted to them, accept and consider applications from owners of capital on the transfer of funds for the education of children, retirement and purchase or construction of housing. They can issue certificates only to their owners, as well as make money transfers to the mortgage accounts of the certificate holder and settlement accounts of construction organizations or private individuals performing construction of a home.

Maternity capital is created to improve the financial situation of Russian families and the demographic situation in the country, and is aimed at protecting children from the state. That is why special measures were developed that could prevent fraud and provide support to children. For example, in order to buy an apartment for maternity capital, you will need to adhere to the following rule: purchased housing is compulsorily registered in the ownership of each family member, including all minors. 1. It is permitted to repay interest and principal debt of a loan that was taken before the birth of the child and is directed to purchase an apartment or build a house.

2. You can apply for a mortgage after receiving the maternity certificate and send these funds in the form of a down payment on the loan.

3. You can increase the total loan amount for a mortgage at the expense of these funds to buy housing at a higher price if you are not allowed to make income.

Before using maternity capital in a mortgage, you need to remember the following. The main feature of such use is that not every Russian bank accepts maternity capital certificates for payment of debt and interest on loans. That is why it becomes difficult to use these funds in the form of a first installment of a mortgage.

No less important feature is the possibility of using the maternity capital certificate to purchase any housing, whether it is already built, under construction or only in the project. But it must be formalized under a contract of sale for you. At the same time to choose the type of housing is required only by the bank with which you enter into a mortgage agreement. After all, some organizations work only with new buildings, while others, on the contrary, use the secondary housing market.

What banks work with parent capital?

Almost all the banks of our country issue mortgage loans for the population, but not everyone takes maternity capital.

  1. "Sberbank of Russia". He issues loans only for already built housing with a rate of 14% per year for a period of 30 years. An apartment or a house bought with these funds must be directly owned by all members of the family.
  2. Rosselkhozbank. He issues a mortgage without an initial installment , provided that the money from the parent capital is used for a period of up to 25 years. The rates for such a loan depend on the chosen currency and the validity period. In addition, it is possible to repay a mortgage loan ahead of schedule without any commissions, fines and restrictions.
  3. "VTB 24". This bank will take a loan for a term of up to 50 years with a rate of 11% and will accept maternity capital as a down payment.
  4. "Bank of Moscow" will repay the debt and interest on the loan with the help of your capital.
  5. Bank UniCredit accepts funds for a certificate for the repayment of a mortgage loan. The rate is 12-13%.
  6. Bank "DeltaCredit". He will issue a mortgage loan using your capital at the minimum interest rate - from 5% per year. You will be able to pay the initial installment or prepay the mortgage ahead of schedule, using the parent capital.
  7. "Rosbank" allows you to pay for a loan with a rate of 12.5% of the parent's capital.
  8. Agency for Mortgage Lending. It will allow you to take advantage of a loan and at the same time use these funds to repay the debt and down payment. In doing so, it uses different interest rates to purchase apartments in new buildings and housing purchased in the secondary market. In the first case, the loan rate will be 8%, in the second - 9%.
  9. Bank opening". It issues mortgage loans with the possibility of paying the debt and interest on them from the funds provided by the parent capital. The rate depends on the initial contribution and the term and on average is 12%.
  10. Raiffeisen Bank offers a rate of 11.5%. The term is from 1 to 25 years, and the mortgage is provided for both ready-made housing and for construction.

What to do with a certificate if the mortgage is registered with a husband?

Any loan in the bank is issued according to the golden rule - the higher the income, the more money you can get. That's only in most Russian families, the main earner is a man. It is his salary that is considered dominant in the family budget. And in some families, a woman is a housewife, and she does not have any income at all. In this case, all loans are issued for a man, especially a mortgage. That's just how to use maternal capital in this case? This is the main obstacle to the correct application of the maternity capital certificate to improve the quality of housing conditions with the help of mortgages.

Now these errors have been corrected, and the Pension Fund will not ask for a document confirming the ownership of all members of the family. To date, a woman has the right to use the funds provided to her capital to repay a loan for a mortgage, issued for her husband. The main condition for the use of the certificate is the presence of a legal marriage, that is, the Pension Fund will necessarily have to provide a certificate of his imprisonment.

Required documents

It also became possible to use capital funds for on-lending, that is, repaying a mortgage with another loan that was issued on more favorable terms. However, the use of this amount is possible only if this loan was issued before obtaining a certificate for capital.

Each bank provides its own set of documents necessary for obtaining a loan (mortgage) using capital funds, but the main ones are as follows:

  1. The certificate of your maternity capital is original and a copy.
  2. Passport of a woman and her husband.
  3. Copy of the contract with the bank on a mortgage loan.
  4. A certificate of registration of ownership of your apartment or house, purchased on this loan, is a copy and original.
  5. Marriage certificate. It is necessary, as it was said above, if it is planned to spend the maternity capital, the mortgage is registered with the husband of the recipient of the certificate.
  6. Help from the bank about the remaining amount you owe on a mortgage.

The "Maternity Capital" program is valid until the end of 2016, but it can be extended, but it will change significantly. It is planned to expand the possibilities of using these funds, but at the same time to provide this financial assistance only to especially needy families. Also, these funds can be used after the birth of the baby or his adoption.
