Harmonization of the transition to new methods for analyzing economic activities in the environmental field

A comprehensive analysis of the process of reforming the Russian economy in recent years reveals the need to apply new types of analysis of economic activity, because the previously developed method of comprehensive analysis of economic activities requires radical changes. In the field of nature management, in particular, it can be argued that the former directively defined methods of analyzing economic activities, categories and indicators, through which the effectiveness of environmental decisions were assessed, are not adequate to the new economic conditions.

The problematic ecological legacy of the administrative and legal system predetermined the stagnation of modern nature management, which was repeatedly reinforced in the context of the socio-political transformations of the Russian state. The severity of the national environmental and economic crisis is such that the search for a solution to problems can not be postponed even for the very near future, requiring the adoption of the most cardinal environmental solutions and the transition to modern methods of analyzing economic activity in the environmental sphere. However, it should be noted that in the environmental protection practice of Russian economic entities Prevent any (preventive measures, subjectively established or, in other words, randomly selected) to be embodied, but only the most its effective methods of analysis of economic activity, defined on a competitive basis and at the same time maximize both financial and economic, and resource saving of natural resources. The problem of authentic ecological and economic choice becomes even more important in the conditions of structural imperfection of the Russian economy, which almost completely excluded the targeted investment by the state of nature restoration projects and, as a consequence, placed the responsibility for their timely implementation and the search for the resources necessary for the purposes of industrial and environmental sanitation on the shoulders Themselves. In this context, the priority scientific task in the environmental segment ente Russian economy seems to formation of a new progressive methodological concept, which purpose is to equally reflecting the dominant economic and environment protection, specify the business entities the most preferred way of investing in green business. Such a conceptual and methodological toolkit differs from the currently known ones in that, in its substantive essence, it should represent such methods of analyzing economic activity that are a synthesis of ecological and financial indicators constructed using methods and techniques traditional for the national economic school (for example, classical Directions of structural and functional analysis), and relatively new, less common achievements of foreign economic thought ( particular methodological approaches "cost - efficiency" and "cost - benefit").

The scientific and practical experience of nature protection in various countries provides convincing evidence of effective operation of nature management, however, there are no grounds for choosing the optimal combinations of methodologies. Moreover, since such conceptual approaches are not adapted to specific Russian economic, environmental and social conditions (do not take into account their specifics), they can be used only as abstract models that need additional modification. The recent intensification of interstate environmental cooperation, as well as the strengthening of integration processes in the domestic economy of nature management, necessitated the application of unified methodological criteria for assessing the effectiveness of environmental protection actions. However, the situation is significantly hampered by the fact that the problem of assessing the effectiveness of environmental sanitation in the foreign and domestic economic science is represented by a wide range of opinions, often diametrically opposed.
