Children of war: who belongs to this category in Russia?

In some regions of Russia, the "children of war" (who belong to this category, we will tell in detail) are citizens of the Russian Federation and the former USSR, born from June 23, 1923 to 1945. inclusive. The category of these people is special. They did not take part in the Great Patriotic War, but found themselves on the lists of victims of the war.

Being at that time still children, they could not take part in hostilities, but despite the young age, they felt the burdens of war on themselves to the full. Some went through hunger and deprivation, others - through concentration camps.

Despite the fact that the category "children of war" exists, it is nowhere fixed in the Russian legislation at the federal level. This law began to be developed from 2015, and so far benefits operate at the regional level. They are installed in 20 regions of Russia for the elderly, who were deprived of childhood in difficult war years.

Who can receive regional benefits?

To receive these benefits, you need to know who belongs to the category of "children of war". At the moment, as we have already said, there is no federal document for obtaining privileges for citizens who are deprived of wartime in wartime. But the deputies propose to amend the legislation and equate the new "war children" with the group of "workers of the rear".

  • Additional material payments from 1000 rubles per month;
  • Annual medical examination;
  • Free travel in electric trains and commuter trains;
  • Admission to homes and boarding schools for the elderly;
  • The preferential right to join dacha and housing cooperatives (or their creation).

But the money surcharge, which is received in the regions by those who are classified as "children of war", is still small in Russia. For example, in the Belgorod region it is a little more than six hundred rubles. This amount is awarded to pensioners every month from 2012. In addition, in the same Belgorod region, medical services are provided for them immediately, and fixed telephones are installed out of turn.

Those who belong to the category of "children of war" in Moscow will soon be able to receive the same benefits as the workers of the rear. If the new bill prepared by the deputies is adopted and approved by a majority vote in the State Duma.

What to do if there is no category of "children of war" in the region

Not all throughout Russia there is a category of "children of war". But if it is not, then you need to look at other groups of beneficiaries. It is possible that a citizen can be attributed to one of them. In this case, he will receive a number of benefits established for this category:

  • Workers of the rear. This is one of the most common categories. It includes citizens who worked in the rear from 22.06.1941 to 9.05.1945 inclusive. But the list does not take into account work on lands that were temporarily occupied during this period. The workers of the rear also include citizens who received medals or orders for their work during the Second World War.
  • Members of the family of the deceased invalid WWII.
  • Citizens who received the insignia.
  • Veterans and invalids of the Great Patriotic War.

If a pensioner suits one of the above categories, then to get benefits, they are turned to local social protection agencies or the Pension Fund. And if the pension is lower than the cost of living, then in any case additional payments are made. And as long as the "children of war" are not listed in a separate category, they can take advantage of the benefits provided for other groups.

How to get a Beneficiary Card

To obtain additional benefits, a citizen needs a certificate of "children of war". Who belongs to this category in your area of residence, and whether it exists there at all, you need to find out in local social agencies. By the way, in order to obtain the identity card, a citizen will need to apply there with a passport.

At the same time he will have to issue a statement, the answer to which comes, as a rule, within two or three weeks. At the end of this time, the citizen receives a certificate of "child of war". But we will repeat that for the time being we can receive such a document only in some regions of Russia where local laws on granting privileges of the described category of citizens have been adopted.
