Vladimir Barsukov (Kumarin). Leader of Tambov OPG

Vladimir Kumarin, widely known as the leader of the Tambov criminal group operating in St. Petersburg, long horrified businessmen in the Northern capital. He is also known as a legal businessman, however, this is a thing of the past. We will talk in this article about the life and criminal path of this authority in gangster circles.

Birth, youth, education

Vladimir Sergeevich Barsukov (Kumarin) was born in 1956 in the village of Alexandrovka, which is located in the Tambov region. In his childhood, he was successful in boxing. After graduation, he was drafted into the army. After the demobilization Vladimir Barsukov (Kumarin) moved to Leningrad, where he entered the Technological Institute of the Refrigeration Industry. However, he did not finish his studies. Until the early 80's he worked as a hotel porter, and then as a barman in various restaurants in St. Petersburg.

The first conviction and the beginning of a criminal career

Biography Barsukova (Kumarina) reports the first criminal responsibility, which he incurred for the storage of cartridges and forgery of documents. The verdict was pronounced in 1985, and a couple of years later he was released on parole. Almost immediately after his release, Vladimir Barsukov began recruiting supporters to his bandit group, mostly among fellow countrymen who were born in the Tambov region. So on the criminal scene of St. Petersburg there was a new Tambov grouping. And Barsukov himself gained fame as the leader of the Tambov OPG. The main rivals in the criminal field for the "Tambovites" were members of the so-called malyshevskoy group, one of which was famous for the whole country, after which the operative bodies took an active part in the Kumarin gang. As a result, Vladimir Barsukov, along with seven dozen of his accomplices, was convicted in 1990. The next three years, the group did not make itself felt until its leader was released. However, immediately after his release, a wave of bloody revenge swept through St. Petersburg, which unambiguously made it clear that the Tambovites had returned.

A year later, Kumarin's life was assassinated. He was fired from his own car. At the same time, his driver and bodyguard were killed, but he himself survived, although he was hospitalized in a critical condition. Vladimir Barsukov (Kumarin) was in a coma for a month. In addition, his arm was amputated, and after discharge he went abroad, where he lived for quite a long time.

Business

When Vladimir Barsukov left for Europe, the OPG left by him split into several parts, between which a period of confrontation began. The disassembly, assassinations and numerous arrests of the leaders continued unabated. If you believe the rumors, then, outliving each other, they practically ceased to pose a threat to competing groups, and therefore their leading position was greatly shaken. It continued until 1996, when Barsukov (Kumarin) returned from Germany. Being a born leader, he managed to smooth out almost all the contradictions between the disparate "Tambovites" and again united them into one group. At the same time, the team of bandits was set to actively develop various business areas, consolidating private successes and integrating them into the overall structure. In the end, this led to the fact that from the gang of criminals "Tambovites" turned into a powerful force in the economic and political sense. Already by 1998, representatives of this criminal organization took key positions in St. Petersburg and the Leningrad Region in the real estate, fuel and energy business, engineering, food and credit and financial sectors.

The process of legalization led to the fact that Kumarin tried to distance himself from everything criminal and distance himself from his past. For this he changed the name "Kumarin" to "Badger". In the same 1998 entrepreneur Vladimir Barsukov (Kumarin) occupies the chair of the vice-president of the Petersburg Fuel Company.

Confrontation over the fuel and energy complex

The fuel and energy complex is a special article in the biography of this man. Vladimir Barsukov, the leader of the Tambov OPG, passionately sought undivided control over this sphere. The war began for this sector in 1994 with a change in the charter of Surgutneftegaz, which limited the opportunities of its subsidiaries and their shareholders in St. Petersburg. In other words, virtually the entire fuel and energy complex of the northern capital (oil storage, petrol station) was withdrawn from the control of the St. Petersburg financial circles, to which Kumarin was also related. OPG "Tambov" took this step as a declaration of war, because it was at this time that they actively established control over this sphere. In addition, the charter change was not to the liking of local directors of enterprises. As a result, having united with Tambov, they were able to inflict substantial damage to the image of Surgutneftegaz through the media, which Peter's government even accused of all fuel problems of the city. As an alternative, the Petersburg Fuel Company was proposed, which was shared by the mayor's office and another two dozen large enterprises of St. Petersburg. However, these were only formalities. Real owners of the PTC were three: the leader of the "Malyshev" Alexander Malyshev, entrepreneur Ilya Traber and the leader of the "Tambov" OPG Vladimir Barsukov. It was with the money of these three people that this company was created.

Over the next four years, TPK has taken everything that was previously controlled by Surgutneftegaz. In addition, Malyshev and Traber gradually came out of the game, even the city administration lost its share in the company. As a result, the fuel company created by the mayor's office has ceased to have anything to do with the state, and Vladimir Barsukov, the leader of the Tambov OPG, established its sole control over it.

Communication with the administration

Tambov OPG is the leader in the full use of administrative resources to influence its competitors. Thanks to this, they managed to win in confrontation with their main enemy - the "Malyshev" OPG.

One of the strategically correct moves of Kumarin was the appointment of Dmitry Filippov, the head of the St. Petersburg Tax Inspectorate, who was a significant figure with enormous connections. His presence at this site allowed the company to successfully and quickly develop.

Confrontation with the "Mogilov"

Biography of Barsukov (Kumarin) contains information about his close cooperation with the deputy of the city Legislative Assembly Viktor Novoselov. But the latter also had close contacts with another criminal authority - Konstantin Yakovlev, known by the nickname "Kostya-Mogila". In the end, Novoselov was killed, and the leaders of the two criminal syndicates began a confrontation. In history it entered as a war between criminal groups of "Tambov" and "Mogilov" groups.

Results of the war

The criminal confrontation between two powerful gangster organizations ended in a relative world. But the results of her became significant losses on the part of Kumarin. First, the assassination of Novoselov deprived him of a conductor of his own interests in the State Duma. Secondly, Kumarin himself lost the post of vice-president of the PTC. In addition, several of his closest accomplices were physically eliminated. By the way, there were no significant losses on the part of the Grave. Several assassinations have been thwarted, since hired killers from Novgorod were detained by militia officers before they had time to do anything. Eventually, after the meeting the belligerents concluded a truce, thus demonstrating the legal nature of their activities. After that, many of Barsukov's nominees took a number of important posts in St. Petersburg, and he himself received a personal cabinet in the government of St. Petersburg.

Kumarin and Putin

There were many rumors at one time also about the connections that Kumarin had with the future president, and then the chairman of the Committee of the St. Petersburg Mayor's Office for External Relations Vladimir Putin. The press wrote that Putin, also acting as a consultant and a member of the Russian-German company SPAG, engaged in real estate, helped Kumarin in laundering money through this company. Later in the case, in the framework of mutual assistance at the request of the German police, Russian law enforcement officers interrogated Barsukov. However, the criminal case was not instituted.

Kumarin and Nevzorov

With Alexander Nevzorov, Kumarin connects the post of his assistant. In addition, Barsukov with his help made his debut in the cinema, playing the role of King Louis XIV in the painting Nevzorov's "Horse Encyclopedia."

Charges

2007 was marked for Kumarin by criminal tones. He was detained as a suspect in the case of contract killings, where the victim was his own bodyguard. In addition, he was charged with an attempt on Sergei Vasiliev, who was a co-owner of the Petersburg oil terminal. At the same time, he was charged with organizing "Tambov" OPG and carrying out raider seizures of a number of enterprises. In 2009, on the last charge, Barsukov was found guilty and sentenced to 14 years of strict regime. Besides him, seven more people received long terms. He was also found guilty of a number of other crimes, including extortion. Kumarin did not admit his guilt in any case. In 2011, prison term Kumarinu was reduced to 11.5 years due to changes in the Criminal Code. But a year earlier Barsukov had received a new charge in several other crimes, which, incidentally, had not been reported. Later it became known that he was accused of inciting the murder of Jan Gurevsky, the former colleague of Kumarin.

The time spent in custody had a negative impact on Barsukov's health, which resulted in his hospitalization in serious condition. In the end, he was transferred to honey. Part of the remand prison "Matrosskaya Tishina". In parallel, he and two accomplices were accused of extorting a large sum of money (21 million rubles) from owners of the TC Elizarovsky. In the end, and in this case Barsukova was found guilty, as well as his accomplices. Taking into account the previous unexpired term, the verdict ruled that he would be deprived of his liberty for a period of 15 years of strict regime.

In the spring of 2013, a new case began, in which Kumarin's involvement in the assassination of Sergei Vasiliev, co-owner of the St. Petersburg Oil Terminal, was considered. The trial took place in Moscow in the summer of 2014, at which the acquittal of a jury group was announced. However, at the end of the autumn of 2014, the Moscow Supreme Court quashed the verdict and returned the case to the St. Petersburg City Court at the jury selection stage for a new examination. The case goes on till now, therefore, when answering the question about where Barsukov is now (Kumarin), one can assert that he is under investigation in one of the institutions of imprisonment.

Own

A number of media mentioned Barsukov as the owner or co-owner of a number of major St. Petersburg companies - business centers, the Grand Palace shopping center, the restaurant chain, the Parnas-M meat processing plant and a network of gas stations. The management of the Petersburg Fuel Company, however, denied Kumarin's involvement in this company since he left the post of its vice-president. Barsukov officially positions himself as a pensioner (in addition, he has the 1st group of disability). Insists that his main activity is reduced to charity. Among other things, he pointed out that several temples, bell-towers had been built on his funds, and there was regular sponsorship of the Orthodox Church. For example, his money was cast the bell of the Kazan Cathedral in St. Petersburg and illuminated, in the center of the northern capital, several crosses projecting into the sky projecting with the help of lasers. He also regularly provides material assistance to the Novodevichy Moscow Monastery, the Church of St. Eugene in Kolomyaga and the Svyatogorsk Monastery. For his services to the Russian Orthodox Church, Vladimir Barsukov has church awards, handed over by the Patriarch of Moscow Alexy II. In addition to charity in favor of the church, he is known for sponsoring several regular sporting events, helping the financially nuclear submarine Tambov, and also providing one-time assistance to those in need. He himself complements this list with active support of land relations in St. Petersburg and assistance to immigrants from Tambov and Tambov region.

Personal life

According to some reports, including his own autobiography Kumarin, he was married three times. The first marriage was fictitious, and his conclusion pursued the only goal - obtaining a St. Petersburg propiska after his expulsion from the institute. The third and last marriage with Marina Gennadyevna Haberlakh also ended in divorce. However, there were rumors that the break with his third wife was just as fictitious as marriage - with the first. The former spouses continued to live together.

Vladimir also has a child. The only daughter of Vladimir Barsukova (Kumarina) Maria Kumarina is a graduate of the law faculty of the State University of St. Petersburg. According to media reports, it is often seen at secular events. If you believe other information, she is the director of the company "Violet", which sells business in the sale of toys.

In addition, the press mentioned other relatives of Vladimir Kumarin. First, it's his nephew Sergei, as well as his own sister and brother. However, the press did not name the names. Another representative of the clan Kumarin (Barsukova) is his second cousin Yevgeny Kumarin. The latter occupies the chair of the general director of the oil company "IBG FTM". By the way, he also appeared in criminal reports - as an accused in tax evasion, for which a criminal case was initiated against him in 2008.
